Feature automatic db migration

Why is this feature being added?

We want to be able to perform db migrations without having to use a rails console and do things automatically.

What should your feature do?

1. Incorporate the migrate task into the prod build step.
2. Include a new unit test that uses a default state prior to the migration and then performs a migration to the next (prefer only if a new migration file is in PR).
