Add SNMP sub-driver for Voltronics/Powershield UPS (PEN 43943)

It appears that neither Voltronic (ODM) nor PowerShield (Australian brand) have submitted their MIB file for NUT. I've approached PowerShield about it, but they've gone quiet on the subject. It appears that Voltronic is a fairly significant ODM, so if its possible to get their unbranded or self-branded sub-driver added, it would cover PowerShield, Orvaldi, Voltacon, Energico and other brands globally.

NUT (using the Home Assistant add-on in this instance) is providing detailed telemetry using the default SNMP driver, but no configuration or control.

Attached are the MIB files supplied by PowerShield. PowerShield also supplied the following information:
