Docker node-red hangs after starting dashboard node.

What are the steps to reproduce

• Run node red from docker: nodered/node-red:latest
• Docker version: 20.10.21
• Node-RED version: v3.0.2
• Mount persistent storage in docker as /data as described in: https://nodered.org/docs/getting-started/docker

What happens?

• Node-red hangs every time when i install the UI package
• The deploy button only works once on a fresh install after that it will not do anything

What do you expect to happen?

• I should be able to install the dashboard node and it should work.
• Even after installing everything fresh things should be working

Please tell us about your environment:

• 3 Node swarm cluster consisting of multiple raspberry pi 4 (2/4/8GB) nodes and one QNAP NAS(also a node + persistent storage)

• ubuntu 20.04 server LTS - Raspberry PI
• QTS:5.0 - QNAP NAS

• Chrome, FireFox Safari
