This PR finally adds the ability to create, develop, and distribute TypeScript enabled TPAs for ArcOS.
User's will be able to pick whether or not they want to start off with the experimental TypeScript TPA base or the old and reliable JavaScript one.
After that, even just renaming the base JavaScript files to use TypeScript extensions will enable the
v7clito automatically compile and serve the TPA to the ArcOS client.Packaging the TPA is just as easy with
v7cliautomatically handling the TypeScript build process without the user even needing to understand it happened.
