Code Review

This pull request establishes .work as the canonical, local-only continuity surface for gsdd next by adding .work/ to the root .gitignore and removing all previously tracked .work files (including milestone plans, roadmaps, phase packets, and research notes) from the repository. Additionally, it documents this architectural decision under 'D64 - Work-Native Continuity Authority' in distilled/DESIGN.md and distilled/EVIDENCE-INDEX.md, clarifying that .work holds active runtime state and should remain untracked in the framework repo, while legacy .planning files remain readable. There are no review comments, so I have no additional feedback to provide.

Important
