Adds an llms.txt index following the llmstxt.org
format so LLMs and developer tooling can efficiently discover and
traverse the documentation in this repository.

Generation method: descriptions authored by sub-agents that read each
source file in full, orchestrated by the llmstxt-generation skill in the
doc-center repo, executed via
gt-task batch.
