Add a dedicated verifying-contracts page under base-chain/tools covering Foundry, Hardhat, manual UI, and Sourcify verification using the unified V2 API (chainid 8453 / 84532) that replaced the deactivated V1 basescan.org endpoint on August 15 2025.
