I wish we can salvage more of #7094 as it was doing the right thing IMO. For the time being this one LGTM. My comments can/should be dealt with by Experience docs in follow ups, not necessarily here

Nothing to do with this PR since it looks like it's been there forever but what is that elasticsearch piece in the anchor for a Security project type section 🤔

Summary
rework of #7094 to target the change just to the fact that subscriptions are not related to serverless features. avoids touching docs about ech, doesn't make any claims about cloud connect. improves x-linking
still moves out the feature downgrade behavior for sec solutions out
